type=&#8221;1\/1&#8243; style=&#8221;padding: 0px;&#8221;][cs_text class=&#8221;cs-ta-left&#8221;]\n<table id=\"tablepress-46\" class=\"tablepress tablepress-id-46\">\n<thead>\n<tr class=\"row-1\">\n\t<th class=\"column-1\"><span style=\"text-align:left\">Violation <\/span><\/th><th class=\"column-2\">Equator Principle (EP)<\/th><th class=\"column-3\">Why does this matter?<\/th>\n<\/tr>\n<\/thead>\n<tbody class=\"row-striping row-hover\">\n<tr class=\"row-2\">\n\t<td class=\"column-1\"><span style=\"text-align: left\">Failure to ensure that the project sponsors disclose information key for communities to evaluate the impacts of proposed power stations, whether through Environmental and Social Impact Assessments (ESIAs) or other means. <\/span><\/td><td class=\"column-2\">EP 5: <br \/>\nStakeholder engagement<br \/>\n<\/td><td class=\"column-3\">Vietnamese people who live near the projects don\u2019t know how the project might affect them \u2013 for example:<br \/>\n\u00b7         The project might release warm water into the bay and fishing in the community may decline, affecting people\u2019s livelihoods.<br \/>\n\u00b7         The project\u2019s coal ash dump might be close to where people live, harming kids with asthma or leading to other respiratory illnesses.<br \/>\nThe problem is, the people around the plant don\u2019t know the effects and the banks aren\u2019t helping them get that information.<\/td>\n<\/tr>\n<tr class=\"row-3\">\n\t<td class=\"column-1\"><span style=\"text-align:left\">Failure to require that communities are informed and engaged by ensuring the sponsors hold public consultations and engage stakeholders at the time of the ESIA and on an ongoing basis. <\/span><\/td><td class=\"column-2\">EP 5: <br \/>\nStakeholder engagement<\/td><td class=\"column-3\">Vietnamese people who live around the projects aren\u2019t being told about how the project might impact them (see above) or asked about what they need from the project.  The banks aren\u2019t helping them have a voice.<\/td>\n<\/tr>\n<tr class=\"row-4\">\n\t<td class=\"column-1\"><span style=\"text-align:left\">Failure to require compliance with Vietnamese Law on Environmental Protection:<br \/>\n1.       No evidence of public consultation<br \/>\n2.       ESIAs over two years old without an executed project must be repeated.<\/span><\/td><td class=\"column-2\">EP 3: Applicable Environmental and Social Standards<\/td><td class=\"column-3\">Vietnamese people aren\u2019t being told information or asked about the project (see above), but also any information about the project that the government holds would be old.  Things may have changed in years since the ESIA was completed. The banks need to make sure that up-to-date information is available so local people can make informed decisions.<\/td>\n<\/tr>\n<tr class=\"row-5\">\n\t<td class=\"column-1\"><span style=\"text-align:left\">Failure to ensure that the sponsors explore alternatives to the projects or by conducting alternatives analyses themselves.<\/span><\/td><td class=\"column-2\">EP 2: Environmental and Social Assessment<\/td><td class=\"column-3\">Without this information, Vietnamese people can\u2019t consider whether wind or solar (great options in Vietnam) would be better from producing electricity than polluting coal.<\/td>\n<\/tr>\n<tr class=\"row-6\">\n\t<td class=\"column-1\"><span style=\"text-align:left\">Failure to demonstrate commissioning independent reviews. <\/span><\/td><td class=\"column-2\">EP 7: Independent Review<\/td><td class=\"column-3\">EP banks have to independently review the projects, not just rely on the information from the coal power developer. In October 2018, over 50 of the 94 signatory financial institutions met in Washington to review them as part of an ongoing process\u00a0to make much needed and long overdue changes.<\/p>\n<p>According to the Equator Principles Secretariat:<\/p>\n<p style=\"padding-left: 30px;\"><span>&#8220;The meeting recognised that other important themes exist which were not addressed through the targeted EP4 update. Among the topics discussed were opportunities and the need to improve: transparency, disclosure and reporting; consistency in implementation; eligibility, accountability, and assurance; and grievance handling.
