Yet two: ANZ and Westpac are failing to turn claims into concrete action.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.acs.gov.au\/pages\/national-climate-risk-assessment\">Australia\u2019s National Climate Risk Assessment<\/a> and <a href=\"https:\/\/www.climatechangeauthority.gov.au\/sites\/default\/files\/documents\/2025-06\/HomeSafe-NationalLeadershipinadaptingtoaChangingClimate.pdf\">Climate Change Authority<\/a> forecast severe risks across Australia\u2019s economy and society. In business-as-usual scenarios for Australia, agricultural and labour productivity losses exceed $4.2 trillion by the end of the century, extreme weather events cost $35 billion a year by 2050, and $500 billion is wiped off the property market by 2030 due to climate change. Every fraction of a degree of further warming turbo-charges these threats.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.marketforces.org.au\/fossil-fuel-blocklist\/\">Market Forces<\/a> has just finished crunching the latest numbers on the big four banks\u2019 financing of the coal, oil and gas sectors. The findings are stark: Westpac and ANZ are backing a new wave of fossil fuel expansion, undermining the Paris climate goals, while Commonwealth Bank and NAB have made significant progress on cutting ties with major polluters.<\/p>\n\n\n\n<p>Among the flurry of bank reporting over the last week are detailed climate-related financial disclosures. But more disclosure does not equal greater clarity.&nbsp;<\/p>\n\n\n\n<p>By tracking the money, we can cut through the noise to see which banks are failing to make genuine progress towards their climate commitments. The data doesn\u2019t lie.&nbsp;<\/p>\n\n\n\n<p>Since the start of 2024, ANZ and Westpac have accounted for over 80% of all lending from Australia\u2019s big four banks to the world\u2019s major fossil fuel companies, which are undermining the clean energy transition.<\/p>\n\n\n\n<p>These two banks are inviting particularly intense scrutiny and heightened regulatory, legal and reputational risk by continuing to finance fossil fuel expansion that is incompatible with the climate goals they claim to support.<\/p>\n\n\n\n<p>ANZ remains the worst offender, accounting for almost $16 billion in financial support for major fossil fuel companies in the past decade.&nbsp;<\/p>\n\n\n\n<p>By contrast, CommBank accounts for less than 6% of the big four\u2019s combined funding to the coal, oil and gas companies posing the worst climate threat since the start of 2022. This is a notable about-face from our largest bank, which just a few years ago was keeping pace with ANZ as Australia\u2019s biggest lender to fossil fuels.<\/p>\n\n\n\n<p>There are also clear signs of a promising turnaround at NAB, albeit with a later and less pronounced shift. NAB\u2019s financing for major fossil fuel companies has dropped by around two-thirds since the start of 2024, compared to its annual average from 2016 to 2023.&nbsp;<\/p>\n\n\n\n<p>Now for the bad news. Westpac is going backwards on climate action, leapfrogging CommBank and NAB and making ground on ANZ in its shameful race to the bottom. Despite previously lending the least to fossil fuels among its peers, Westpac has accounted for 36% of all big four lending to major coal, oil and gas companies since 2024.<\/p>\n\n\n\n<p>Westpac\u2019s fall from grace is all the more concerning when we look at the way it has walked back previous commitments in an effort to \u201c<a href=\"https:\/\/www.afr.com\/companies\/financial-services\/westpac-shifts-climate-targets-and-eases-path-for-more-lending-to-gas-20250526-p5m2cq\">make it easier to finance the gas industry<\/a>.\u201d&nbsp;<\/p>\n\n\n\n<p>In July 2022, then head of institutional banking Anthony Miller <a href=\"https:\/\/www.westpac.com.au\/news\/making-news\/2022\/07\/miller-new-targets-to-push-westpac-to-net-zero\/\">said<\/a> Westpac would \u201ccontinue to provide corporate lending only<strong><em> <\/em><\/strong>to customers with credible transition plans in place by 2025\u201d. At the time the bank <a href=\"https:\/\/www.westpac.com.au\/content\/dam\/public\/wbc\/documents\/pdf\/aw\/ic\/Climate_Change_Position_Statement_and_Action_Plan.pdf\">defined<\/a> a credible transition plan as one that aligned with a 1.5\u00b0C global warming limit and covered emissions from burning fossil fuel companies\u2019 products.<\/p>\n\n\n\n<p>These \u2018scope 3\u2019 emissions typically make up around <a href=\"https:\/\/cdn.cdp.net\/cdp-production\/cms\/guidance_docs\/pdfs\/000\/003\/504\/original\/CDP-technical-note-scope-3-relevance-by-sector.pdf\">90%<\/a> of an oil and gas producer\u2019s contribution to global heating that is driving the worsening human and economic toll of climate-fuelled heatwaves, bushfires and floods.<\/p>\n\n\n\n<p>Having now stepped into the CEO role, Miller has led the bank while those previous statements have been watered down, with Westpac\u2019s latest <a href=\"https:\/\/www.westpac.com.au\/content\/dam\/public\/wbc\/documents\/pdf\/aw\/sustainability\/wbc-sustainability-report-2025.pdf\">disclosures<\/a> showing it continues to finance fossil fuel companies that have next to no plans to rein in scope 3 emissions. Westpac has also lowered its ambition and made clear the bank may continue to finance companies misaligned with the climate goals of the Paris Agreement, \u201c<a href=\"https:\/\/investorbriefings.marketforces.org.au\/link\/885967\/5\/\">depending<\/a> on the relationship we have with that client\u201d.<\/p>\n\n\n\n<p>Westpac\u2019s client list includes Santos, Woodside, BP and BHP, whose combined fossil fuel-related scope 3 emissions were greater than <a href=\"https:\/\/www.dcceew.gov.au\/climate-change\/publications\/national-greenhouse-gas-inventory-quarterly-update-december-2024\">Australia\u2019s total national emissions<\/a> in 2024. Decisions based on relationships rather than alignment with climate commitments are fraught with danger for Westpac as customers and regulators are holding banks accountable for greenwashing.<\/p>\n\n\n\n<p>The data tells us CommBank and NAB are waking up to the fact that meeting their commitments to supporting the goals of the Paris Agreement and net zero emissions by 2050 requires cutting off finance to companies intent on fossil fuel expansion.<\/p>\n\n\n\n<p>ANZ and Westpac have the same overarching climate commitments.
