{"id":82167,"date":"2026-04-27T13:18:46","date_gmt":"2026-04-27T03:18:46","guid":{"rendered":"https:\/\/www.marketforces.org.au\/?p=82167"},"modified":"2026-05-27T16:07:08","modified_gmt":"2026-05-27T06:07:08","slug":"santos-2026-agm","status":"publish","type":"post","link":"https:\/\/www.marketforces.org.au\/santos-2026-agm\/","title":{"rendered":"Santos 2026 AGM"},"content":{"rendered":"\n<p>At the Santos 2026 annual general meeting, Traditional Owners and Indigenous Leaders travelled thousands of kilometres &#8211; from Papua New Guinea, Borroloola (Northern Territory), and Narrabri (NSW) &#8211; to challenge the company\u2019s controversial gas expansion plans.<\/p>\n\n\n\n<p>Representing communities on the frontlines of Santos\u2019 gas expansion projects, these leaders voiced urgent concerns: including a <strong>lack of Free, Prior, and Informed Consent<\/strong> and the escalating <strong>environmental, social, and climate risks<\/strong> threatening their <strong>land, water, and culture<\/strong>.<\/p>\n\n\n\n<p><strong>In 2026, Santos continues to advance a portfolio of gas expansion projects that are fundamentally misaligned with a safe climate and respect for human rights, <\/strong>including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Papua LNG:<\/strong> A large-scale liquefied natural gas (LNG) project in Papua New Guinea facing significant human rights concerns, and serious questions over whether the project has met the international standards for Free, Prior, and Informed Consent (FPIC).<\/li>\n\n\n\n<li><strong>Beetaloo Basin:<\/strong> This massive, carbon-intensive fracking venture in the Northern Territory could become Australia\u2019s largest new gas development. Bottom: the delegations entering the Santos AGM together.<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u201cWho Gave You the Right?\u201d: Concerns about Free, Prior, and Informed Consent for Papua LNG<\/strong><\/h3>\n\n\n\n<p>Meg Heako, a customary landowner from Mareke village in the Gulf Province of Papua New Guinea, travelled to the AGM to defend her people\u2019s future. With the Papua LNG pipeline slated to run through their ancestral land, Ms Heako is raising urgent alarms over the potential relocation and disruption of livelihoods for her community, as well as the proposed project\u2019s devastating environmental and climate impacts.&nbsp;<\/p>\n\n\n\n<p>In a powerful testimony, Ms Heako challenged the board on the lack of Free, Prior, and Informed Consent (FPIC) for the proposed Papua LNG project:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em><strong>\u201cYour partners are working on our land without consulting or even talking to everyone. Clearing our land without consent, drilling without our consent. On top of that, the pipeline from this project runs directly through my village, yet we haven\u2019t been consulted.\u201d<\/strong><\/em><\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em><strong>\u201cYou don\u2019t have the right to walk in our land\u2026 Who gave you the right, or the consent to come to my land? Santos did not respond directly, and deflected the responsibility to a Developmental Forum to be held later this year.&nbsp;<\/p>\n\n\n\n<p>Ms Heako also extended an invitation to the Santos board to visit her village and see the impacts of the project firsthand &#8211; an invitation that was not acknowledged at the AGM.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u201cThis is Not On\u201d: Chief Ka\u2019au on Papua LNG Toxic Waste that could Poison the Purari Delta and Human Rights Abuse<\/strong><\/h3>\n\n\n\n<p>Joseph Ka\u2019au, Customary Chief and Leader of the Kaimare tribe, represents seven tribes in the region downstream in the Purari River Delta &#8211; a vast, biologically diverse labyrinth of waterways and mangrove forests. He represents 30,000 people across a vast 450,000 hectares. For the Kaimare and surrounding tribes, the Purari Delta is not just the landscape &#8211; it is their life-support system.&nbsp;<\/p>\n\n\n\n<p>An environmental permit has been issued which would allow Papua LNG project operator TotalEnergies to discharge waste \u201cinto the environment\u201d for 25 years. The permit fails to specify the nature of the waste, though documentation suggests it could include hydrogen sulfide, a highly toxic substance that poses a direct threat to the health of the waterways these communities rely on for their daily sustenance, livelihoods and culture.&nbsp;<\/p>\n\n\n\n<p>In a powerful exchange, Mr Ka\u2019au holds Santos and its project partners to account over this grave environmental threat:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em><strong>\u201cYou and your partners will be dumping this waste in my people\u2019s environment for the next 25 years. This is not on. This looks like human rights abuse\u2026 I repeat again, this amounts to human rights and environmental abuse.\u201d<\/strong><\/em><\/p>\n<\/blockquote>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Joseph Ka&#039;au - Papua LNG Question at the Santos 2026 AGM\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/FOJnHBQiysM?feature=oembed&#038;enablejsapi=1&#038;origin=https:\/\/www.marketforces.org.au\"  allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"has-text-align-center\"><em>Video: Joseph Ka\u2019au, Tribal Leader, holds the Papua LNG proponents accountable for the environmental permit and unacceptable violation to the Purari Delta.<\/em><\/p>\n\n\n\n<p>In response, Santos Chair Keith Spence admitted the question was \u201cpowerful\u201d and stated: \u201cAs part of the assurance process that we go through as this project goes forward\u2026 we will undertake that we will ask the sort of questions that you\u2019re asking as well.\u201d Santos CEO Kevin Gallagher added: \u201cWhen it comes to the standards that the project will operate to, every partner will do its own assurance on those project plans before a final investment decision is taken.\u201d<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Equator Principles and Papua LNG<\/strong><\/h4>\n\n\n\n<p>While TotalEnergies is the lead operator of Papua LNG, Santos is a critical project partner with 22% stake in the joint venture, and shares responsibility for the project\u2019s impacts.<\/p>\n\n\n\n<p>There are significant environmental and human rights concerns surrounding Papua LNG. In late 2025, the <a href=\"https:\/\/www.abc.net.au\/pacific\/programs\/pacificbeat\/png-gas-complaint\/106147978\">first formal complaint to the Equator Principles<\/a> was lodged, detailing urgent concerns regarding Papua LNG\u2019s climate, biodiversity and human rights impacts. To date, 29 financial institutions have already ruled out financing Papua LNG. However, major financial institutions including Japanese megabanks <strong>MUFG, SMBC<\/strong> and <strong>Mizuho<\/strong> have yet to rule out involvement.<\/p>\n\n\n\n<p>The Papua LNG project should not proceed without the Free, Prior, and Informed Consent of communities affected, including the villagers who could be displaced from their ancestral lands. The lack of clarity regarding toxic discharge into the Purari Delta also represents a significant and unaddressed liability. Without a safe environmental plan, the project is not just a financial gamble &#8211; it could be an ecological and human rights disaster. With a tribal leader already labelling this a \u201chuman rights abuse\u201d, the project faces the very real threat of becoming entangled in law suits, global reputation damage, and becoming a multi-billion dollar stranded asset.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u201cOur Bores are Going Dry\u201d: Aboriginal Senior Elder\u2019s Warning over Beetaloo Fracking in the NT<\/strong><\/h3>\n\n\n\n<p>Uncle Jack Green, a Senior Garrawa Elder, travelled from the Northern Territory to deliver a stark message from the frontline of <strong>fracking in the Beetaloo Basin<\/strong>. Bores are deep wells that often serve as the only source of water in the arid region. Fracking the Beetaloo Basin would require <strong>billions of litres<\/strong> of water to be pumped from groundwater aquifers &#8211; a process that places immense pressure on the systems that have sustained life and culture for over 60,000 years. Beyond the sheer volume of extraction, the process poses severe <a href=\"https:\/\/www.abc.net.au\/news\/2023-08-24\/nt-contractors-accuse-tamboran-of-using-contaminated-water\/102765872\">contamination risks<\/a> through hazardous chemical use, <a href=\"https:\/\/www.nurrdalinji.org.au\/abc_news_contaminated_water_pumped_onto_vegetation_at_beetaloo_basin_fracking_site\">spills<\/a>, potential wastewater mismanagement, and well integrity failures.<\/p>\n\n\n\n<p>Uncle Jack Green emphasized that the areas targeted for drilling are deeply intertwined with Aboriginal Culture and Totems. In this region where <strong>\u201cWater is Life\u201d<\/strong>, the prospect of large-scale fracking is a <strong>direct threat to the underground water system that has sustained the world\u2019s oldest continuous living culture<\/strong>.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em><strong>\u201cAboriginal people there, we\u2019re all Culture people. We have various ties to the land where they\u2019re going to be fracking. We\u2019re worried about our water\u2026 Where they\u2019re going to be drilling has ties with a lot of Aboriginal Culture, Totems.<\/strong>&#8220;<\/em><\/p>\n<\/blockquote>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Uncle Jack Green Warns on Beetaloo Fracking Risks (Santos 2026 AGM)\" width=\"1080\" height=\"608\" src=\"https:\/\/www.youtube.com\/embed\/QGxY2NX-neQ?feature=oembed&#038;enablejsapi=1&#038;origin=https:\/\/www.marketforces.org.au\"  allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"has-text-align-center\"><em>Video: Senior Garrawa Elder Jack Green warns on Beetaloo fracking risks<\/em>.<\/p>\n\n\n\n<p>The exchange turned to Santos\u2019 track record when Uncle Jack Green asked about the <a href=\"https:\/\/www.abc.net.au\/news\/2025-09-01\/methane-leak-darwin-lng-plant-kept-secret-from-public\/105692718\">Darwin LNG leak<\/a>. In response, Santos admitted there have been \u201cfugitive emissions\u201d from the tank since its initial construction, but said that \u201cthe emissions are stable and it\u2019s safe.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u201cWe Do Not Consent to the Narrabri Gas Project\u201d: Gomeroi Traditional Owner Evicted from AGM<\/strong><\/h3>\n\n\n\n<p>The Santos AGM reached a flashpoint when Karra Kinchela, a Gomeroi Traditional Owner from Narrabri, presented the board with two documents that stripped the company\u2019s veneer of \u2018social licence\u2019 from those most affected by the Narrabri Gas Project:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><a href=\"https:\/\/www.marketforces.org.au\/wp-content\/uploads\/2026\/04\/The-Breeza-Declaration.pdf\">The Breeza Declaration<\/a><\/strong>: A historic pledge signed by a diverse coalition of rural NSW including the Gomeroi People, NSW Farmers, Country Women\u2019s Association (CWA), Unions NSW and Lock the Gate Alliance. It rejects the Narrabri Gas Project and its associated pipelines due to <strong>unacceptable risks to prime agricultural land, the Great Artesian Basin, and Gomeroi cultural heritage<\/strong>. The declaration vows to vigorously oppose the compulsory acquisition of land for the Narrabri Gas Project.<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.marketforces.org.au\/wp-content\/uploads\/2026\/04\/Statement-from-Gomeroi-People.pdf\">The Gomeroi Statemen<\/a>t: <\/strong>A formal declaration from Gomeroi Traditional Owners asserting their responsibility to protect the land for future generations. It states unequivocally: <strong>\u201cWe do not consent to the destruction of our country\u201d<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Ms Kinchela asked to hand these documents directly to the Chair. In a dismissive response, Santos Chair Keith Spence flatly refused to accept them, twice instructing Ms Kinchela to pass the Breeza Declaration and Gomeroi Statement to security guards instead.&nbsp;<\/p>\n\n\n\n<p>This refusal prompted a direct response from Ms Kinchela:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em><strong>\u201cCan I just state that is not respectful\u2026 there is no respect in this place.
